Barbourville, Ky. – Milton Robert Kaplan , 85, passed away 10/18/2022.  Milton was the son of Mollie Pearlstein Kaplan and Bennet Kaplan, born to them April 17, 1937, in Philadelphia, Pennsylvania.

Milton was reared in a Jewish home but accepted Jesus as the son of God as written in Isiah 53 in the Bible. He was Baptized in the Madison Baptist Church, Madison, New Jersey.  Milton observed God's commandments.   He was a studious reader of Biblical Books, in the Judeo-Christian faith.

Milton attended Philadelphia Public School for his primary and secondary education.  After graduating from public high school, Milton attended Temple University earning his Pharmacy Degree.  He earned his Masters and Doctorate in Pharmacology at Pennsylvania University.  While working to finish his Doctoral work, Milton was drafted into the US Army Reserve in 1962.  Milton completed officers training at Fort Sam in Houston, Texas, graduating third in his class.  Following his officers training, he was assigned to serve at the Tri-Service Board in Washington, DC.  His responsibilities included standards for procuring medical supplies and medicine for all branches of the Military at the start of the Vietnam War.  Milton was awarded a special commendation for developing a use index for the military.

After his service in the Army, Milton accepted a position in quality control and regulatory affairs at Parke-Davis in Detroit, Michigan.  While living in Detroit, Milton met his beloved wife, Neva, and they married in 1974. Parke-Davis was acquired by Warner-Lambert and Milton was promoted to Head of Regulatory Affairs.  This promotion required a relocation for Milton and Neva to Morristown, New Jersey.  Milton continued to excel at work, traveling frequently across the United States to meet with pharmaceutical executives, including frequent trips to Washington DC to meet with professionals from the Federal Drug Administration.  Milton's career with Warner-Lambert took him overseas as well.  He traveled to Mexico, India, Taiwan, Puerto Rico, Finland, among other countries, working to improve their manufacturing and quality control procedures to meet U.S. standards.

Milton and Neva were truly soul mates. Neva felt Milton was a gentle giant among men.  Milton and Neva loved all their children and grandchildren dearly.  They adored their daughter, Tarah-Lee.  They wished for God and all of God's special people to watch over her, love her, and care for her.  Milton and his wife, Neva, believed "God will use the same measure on you, that you, yourself use on other people. He was generous and kind to others.

God called Milton and he had to leave us.  The Bible tells us we will be reunited in Heaven and "know as we were known".

In addition to his parents, Mollie Pearlstein Kaplan and Bennett Kaplan, Milton was preceded in death by his brother, Elkin Kaplan.  Left behind to mourn his passing is beloved wife Neva Kaplan, daughter Tarah-Lee Kaplan, and stepdaughter Patricia Glasscock Drake.

Mr. Kaplan's visitation and funeral service was held on Wednesday, October 19, 2022, at Hopper Funeral Home.  His interment followed his services in the Barbourville Cemetery.
